I think all this talk about cuts to PEPFAR might be premature. First of all, they aren't cutting funds. It's a pause on all new obligations of funding, pending a review, for foreign assistance programs funded by or through the department and USAID. It is for 85 days and it's because he essentially said it's impossible to collect, in one place, all the information necessary to figure out whether aid was being duplicated or if they were effective, etc.

The US State Department is bloated and corrupt and full of corrupt career deep state bureaucrats. It is full of redundancies and unnecessary sweetheart aid deals with corrupt NGO's.

Trump said he was going to clean up the waste and fraud in government and the State Department is one of the worst culprits for that, so he's starting there. The other thing is that Trump knows how corrupt and dangerous the CIA is and he wants to destroy the people who run it. USAID is essentially the CIA (it's an open secret) so that's probably why he's specifically targeting it. That should be good news for Africa though. That aid always has strings attached to it and African countries should have told USAID to go fu*k themselves decades ago. That's how America bullies Africa.

Anyways, back to the order by Rubio to suspend the aid (it wasn't a direct order by Trump). There's no public memo about it, and the left-wing liberal media wants to spread disinformation or misinformation in order to undermine Trump, like saying that Trump cut off aid to Africa and that it would directly affect HIV treatment in Africa. That is total propaganda. They don't have any definitive information on whether PEPFAR is affected or not. Direct aid to foreign governments is not affected but I don't know if PEPFAR is considered "direct aid." My initial feeling is that it's not. I've read that USAID is involved in the distribution of it because they're in every Embassy, along with the other CIA assets.

Nevertheless, don't despair quite yet. Rubio said "NEW OBLIGATIONS" and PEPFAR is an old program established 24 years ago. It's also already been appropriated by Congress for the next fiscal year and was signed into law by Biden. I don't think Trump can stop aid with an executive order because EO's don't supercede laws ed by Congress and signed by a former president.

I hope this dispels any fears the people in Nigeria may have about this subject. However, the US government is huge and the laws are overly complicated so regular people can't ever understand them entirely.
