Check the nin self service portal and follow the instructions it's quite easy

Dont waste your time with that, just go to NIMC centre, ask for change of details. They will tell you the amount to pay and the change will be effected.

Nowadays change of name is effected on the self service portal all you need to do is just get an affidavit which will be ed and then you na make payment online. It's not difficult and even if he goes to Nimc office he will be told the same thing.
