The Rivers State Chairman of the All Progressives Congress, Tony Okocha, has stated that the suspended Rivers State Governor, Siminalayi Fubara, must face the full weight of the law, regardless of any potential defection to the APC.

He also said that the sins of the embattled Governor can’t be forgiven even if he s APC, stressing the offences committed were not political but against the people of Rivers State, according to the judgement delivered by the Supreme Court.

Okocha stated this on Tuesday while addressing newsmen at the APC National Secretariat in Abuja.

Okocha also noted that despite the presidential directive, the suspended governor should have embarked on reconciliatory moves, as a panacea to peace but he lamented that Fubara has yet to initiate such, stating that “no reconciliatory move is ongoing in the state.”

Asked if the governor will be forgiven if he defects to APC, Okocha said, “If Fubara decides to APC today, his sins cannot be forgiven because his suspension has nothing to do with politics.

You will jump into the APC today, and your sins are forgiven. That can’t be true. It won’t work that way. Then, it would have made the APC a dumping ground for people who commit misdemeanours and believe that by and large, we will come for reconciliation. No.”

Reconciliation directive

On the presidential directive on reconciliation, Okocha said: “I can confirm that there is no reconciliation effort currently underway in Rivers. The suspended Governor Fubara has not made any move to reconcile with the lawmakers. Only genuine reconciliation can save him from impeachment, as the Supreme Court judgment stands.

There is no reconciliation ongoing, not to my knowledge, I should know because I am the Chairman of the Rivers APC. I have spoken with all the strata of the society in the state, but none has agreed that the bygone should be bygone.

“The little I know in political science, the President did not take that decision alone. He consulted some stakeholders. He consulted the National Assembly, and the National Assembly ratified it.”

He said, “It is important for the public to know and understand why this is called Bola Ahmed Tinubu International Conference Centre. This conference centre was built in 1991 under the military government.

“Since that time, nothing has happened to this International Conference Centre. Last year, July/August, you (Tinubu) came here to inaugurate the ECOWAS Parliament. It is an embarrassment for a country to still have this as an international conference (centre) then, and you said, ‘how can we have this’? That shows leadership.

And you (Tinubu) said, ‘Next time you want to come here, you want to see a different international conference. Within eight months, Mr President, this is what we have. And I agree that without your leadership, it wouldn’t have been possible. You’re not the only President who has come here; so many Presidents have come here, and nobody has said this is what Nigeria needs.

Today, this is the Bola Ahmed International Conference Centre, which can match any other international conference centre.”

The centre, initially constructed in 1991 during the military regime of Ibrahim Badamasi Babangida, had suffered years of neglect and underutilisation despite its prime status as a national conference facility.

In March, Wike disclosed that the renovation of the facility would cost the country a staggering N39 billion, a revelation that drew sharp criticism from many Nigerians already grappling with economic hardship and inflation.

Wike defended the cost at a media briefing in Abuja, claiming President Tinubu approved the funds and that the project was essential for Nigeria’s global image.

“I am pleased with what is happening. Julius Berger has promised us that they will complete it. The total cost is N39 billion, not N39 million,” he said.

“Furthermore, all the required materials are available. When discussing the percentage of work progress, it is essential to consider the work completed and the on-site materials. I can confidently say that work is 70 to 80 per cent complete, and they have assured us they will finish and hand it over by May.Nigerian cultural tours

The Biafra Story is a 1969 non-fiction book by Frederick Forsyth about the Nigerian Civil War (1967–70) in which Biafra unsuccessfully attempted to secede from Nigeria. Reportedly one of the earliest eyewitness s of the war from the Biafran perspective, a revised edition was published after the war in 1977.

He wrote best-sellers like “The Day of the Jackal” and “The Dogs of War,” often using material from his earlier life as a reporter and spy.

Frederick Forsyth, who used his early experience as a British foreign correspondent and occasional intelligence operative as fodder for a series of swashbuckling, best-selling thrillers in the 1970s and ’80s, including “The Day of the Jackal,” “The Odessa File” and “The Dogs of War,” died on Monday at his home in Jordans, a village north of London. He was 86.

His literary representative, Jonathan Lloyd, who confirmed the death, did not specify a cause, saying only that Mr. Forsyth had died after a short illness.

Mr. Forsyth was a master of the geopolitical nail-biter, writing novels embedded in an international demimonde populated by spies, mercenaries and political extremists. He wrote 24 books, including 14 novels, and sold more than 75 million copies.

His stories often juxtapose a single individual against sprawling networks of power and money — an unnamed assassin against the French government in “The Day of the Jackal” (1971), a lone German reporter against a shadowy conspiracy to protect ex-Nazi officers in “The Odessa File” (1972).

“It’s one man against a huge machine,” he told The Times of London in 2024, explaining why so many readers of “The Day of the Jackal” sided with a hit man intent on killing French President Charles de Gaulle, instead of with the authorities. “We don’t like machines, so one guy even trying to kill a human being, taking on this vast machine of government, secret intelligence service, police and so on, has appeal.”

Though he set many of his best works during the Cold War of the 1960s and ’70s, Mr. Forsyth often chose stories and characters operating apart from the U.S.-Soviet rivalry — in post-colonial conflicts in Africa, for example, or in the hunt for ex-Nazis in Europe.

But he also made the occasional foray into Cold War espionage, ground that was zealously guarded by his main literary rival, John le Carré. Mr. Forsyth’s novel “The Fourth Protocol” (1984), which many critics considered his best, offered a twisting tale of nuclear espionage and radical-left politics in Britain.

His books regularly topped the best-seller lists, and many were turned into movies within a few years of their debut. A film version of “The Day of the Jackal,” starring Edward Fox, appeared in 1973, just two years after the novel’s publication; a second movie version, with Bruce Willis and Sidney Poitier, was released in 1997 as “The Jackal.” (A television series based on the novel, starring Eddie Redmayne, aired last year.)

Mr. Forsyth came by his subjects through extensive firsthand experience. Eschewing college after high school, he ed the Royal Air Force, where he flew fighter jets.

He then worked as a foreign correspondent for Reuters, where he covered the attempted assassination in 1962 of de Gaulle by far-right militants angry over ’s withdrawal from Algeria — fuel for “The Day of the Jackal,” his first novel.

In 1965, Mr. Forsyth moved to the BBC, where he covered a civil war in Nigeria between the central, dictatorial government and the breakaway state of Biafra. In 2015, he revealed that while in Africa he had also worked as an informant for British intelligence.

Mr. Forsyth published “The Biafra Story,” a work of nonfiction, in 1969.

Mr. Forsyth’s reporting on Biafra led to two books, the nonfiction “The Biafra Story” (1969) and “The Dogs of War” (1974), about a group of mercenaries hired by a shady industrialist to stage a coup against a resources-rich African country.

“The Dogs of War,” published in 1974, drew on Mr. Forsyth’s experience reporting for the BBC on a civil war in Nigeria.

Though he won praise for his taut prose and meticulous research, Mr. Forsyth downplayed his writing skills.

“I don’t even like writing,” he told The Chicago Tribune in 1978. “The action of it is very tiring, then you’re shut away like some damn monk, on a glorious day, with the sun shining.”

Frederick McCarthy Forsyth was born on Aug. 25, 1938, in Ashford, a town southeast of London. His parents, Frederick and Phyllis (Green) Forsyth, worked in a fur business owned by his mother’s family; his father was also a shopkeeper.

Though a decent student and fluent in French, German and Spanish, Frederick had no interest in academics; he later boasted that he never read “the classics.” Instead, he sought adventure, something his parents encouraged.

“My father’s advice — if you want an interesting life, bloody well go out and get one — was good. I did,” he told The Daily Mail in 2018. “And I’m glad I did.”

He quit school and ed the military; in the months while he waited to begin his service, he trained as a bull fighter in Spain.

He became a pilot at 19, but left after his three-year commitment because the military could not guarantee him a career flying frontline fighter jets. Seeking a job that would offer the same level of excitement, he chose journalism.

After a three-year apprenticeship at The Eastern Daily Press in Norwich, England, Mr. Forsyth ed Reuters as a roving diplomatic correspondent, a job that provided material for both future novels and endless cocktail-party anecdotes.

In 1962, he was assigned to follow de Gaulle, not because of what the French president was doing, but because his decision to leave Algeria had fomented a violent response from the country’s far right and prompted talk of a coup.

“We were all waiting for the mega-story,” Mr. Forsyth wrote in the newspaper the Express in 2011, “the moment when a sniper got him through the forehead.”

Later, he was reporting from East Berlin when he saw long columns of Soviet troops headed west. He quickly filed a story and, as he liked to tell it, almost started a war.

“Apparently, I woke up the whole of the Western world,” he told NPR in 2015. “What they found out, around dawn, by ringing up Moscow and saying, ‘What the hell are you doing,’ was that it was the rehearsal for the May Day parade!”

The BBC hired him in 1965, and two years later sent him to Nigeria to cover the outbreak of the Biafran War. Mr. Forsyth reported on the atrocities committed by the Nigerian government, which was ed by Britain.

When his editors at the BBC tried to rein him in, he resigned in protest and returned to Africa as a freelance journalist. He also began providing information to MI6, the British foreign intelligence agency.

Mr. Forsyth’s work for British intelligence eventually went beyond simply providing information. In 1973, he traveled to Dresden, then in communist East , to retrieve a package from a Russian mole.

At the time, the future Russian president Vladimir V. Putin ran the Dresden office of the K.G.B., and Mr. Forsyth claimed that Mr. Putin had almost caught him as he tried to flee the city.

“He thought he would stop me himself, but he quartered the wrong road,” he told The Times of London in 2024. “I wasn’t on that road. I was on the other one. So I got through the border with about 10 minutes to spare. Or maybe less.”

Mr. Forsyth’s first marriage, to Carole Cunningham, ended in divorce. He married Sandy Molloy in 1994. She died in 2024. He is survived by two sons from his first marriage, Stuart and Shane, and four grandchildren.

Mr. Forsyth would spend six months researching a book before writing a single word, a method that showed in his careful attention to detail — for example, the minutely described process by which the assassin in “The Day of the Jackal” constructs a rifle that he can break down and hide inside a crutch.

Many of his plots and characters were ripped from real life. While researching “The Odessa File,” he interviewed Simon Wiesenthal, the famed Nazi hunter.

Mr. Wiesenthal suggested that he use a real Nazi fugitive, Eduard Roschmann, the so-called Butcher of Riga, in the book.

As Mr. Forsyth recounted in his 2015 memoir, “The Outsider,” when the film version of “The Odessa File” was shown in a small town in Argentina, someone in the audience recognized the Roschmann character (played by Maximilian Schell) as his neighbor and turned him in.

Mr. Roschmann fled the country but died of a heart attack at the border. He was buried in a gravel pit. Mr. Forsyth said he hoped they tossed a copy of his book into the grave.

Mr. Forsyth wrote a regular column for the Express for 20 years, filing his last one in 2023. He used his column to express his idiosyncratically conservative political views: He was fundamentally antiwar, calling for Tony Blair’s impeachment over his for the Gulf War, but was also a vocal er of the Brexit campaign to leave the European Union in 2016.

Having made an early fortune with his first books, Mr. Forsyth frequently considered retiring, and often made headlines with promises to do so. Most recently, in 2016, he said his memoir would be his last book.

“I ran out of things to say,” he told The Guardian at the time, adding that his wife had told him, “You’re far too old, these places are bloody dangerous and you don’t run as avidly, as nimbly as you used to.”

But his retirement was short-lived. He published another novel, “The Fox,” in 2018. And in November, Penguin Random House will publish a sequel to “The Odessa File,” called “Revenge of Odessa,” which Mr. Forsyth wrote with Tony Kent.

Minister of Works, Sen. David Umahi, has declared that after God, his loyalty lies with President Bola Tinubu, saying that he takes instructions only from the duo.

Umahi made the declaration in Abakaliki while speaking with newsmen on the president’s recent commendation of him over some infrastructural feats.

The minister said the commendation was worth more than one trillion dollars to him, as it shows he was on the right track and that God answers prayers.

Suspected kidnappers have abducted a 20-year-old petty trader, identified as Ajuma Simon, a native of Ukpotume, a village after Ugwolawo in Odolu/ Igalamela Local Government Area of Kogi State and demanded a huge sum of money.

The incident was said to have happened on Friday when the gunmen invaded her house around 1am and whisked her away.

The locals said the lady was popular in the community and mostly known for hawking cooked rice and okpa, a local delicacy made from Barbara nuts.

A resident and youth leader in Ugwolawo community, Ameh Adams said, “The gunmen, in their number, stormed her house at Ukpotume, a town after Ugwolawo around 1am and whisked her away.

She hawks cooked rice and okpa for a living. Her abductors are demanding a huge amount of money for her release.

It is being rumoured in the community that she just collected a contribution.”

The Police Public Relations Officer (PPRO) in the state, SP William Aya, did not respond to text messages and calls put across to him on the incident.

However, the police in the area confirmed the incident but declined further comments.

Former Head of State, General Yakubu Gowon (rtd), on Saturday in Abuja said the Nigerian Civil War was never driven by hatred, but by a difficult necessity to preserve national unity.

Speaking at the 5th Convention of the Christian Men’s Fellowship (CMF) of the Diocese of Abuja, held at St. Matthew’s Anglican Church, Maitama, Abuja, Gowon emphasized the importance of forgiveness, reconciliation, and unity across faiths and ethnicities.

I the most difficult period of my life. It was not my choice, but I had to be there—and had to do what I had to—to keep this country together,” Gowon said after receiving a Lifetime Integrity and Achievement Award.

It was never a hatred against any people, I can assure you. Apart from that, there is love and respect between us.”

The former military leader, now 91, recalled personal losses during the war, including the death of his friend, Major Arthur Unegbe, for whom he served as best man.

Reflecting on life after that era, he stressed that his decisions have been guided by prayer and a desire to act with integrity and comion.

“As far as this heart is concerned, everything that I do, it is through prayers. I ask God to help me to do the right thing the way He thinks it should be done, with the love and respect from all the people.

“That is why, at the end, what do we have to say? As they say: no victor, no vanquished,” ,” he added.

Alongside General Gowon, the Christian Men’s Fellowship honoured two other distinguished Nigerians.

Dr. Christopher Kolade, 93, a respected diplomat, corporate executive, broadcaster, and academic; and Owelle Gilbert Chikelu, CON, 95, a renowned former federal permanent secretary often described as a “super permanent secretary” for his pioneering work in Nigeria’s civil service.

The awards were presented in recognition of their exemplary service to the Church, the nation, and humanity.

The Primate of the Church of Nigeria (Anglican Communion), Archbishop Henry Ndukuba, who presided over the convention, urged Christian men to uphold truth, integrity, and courage.

“The Lord is still in search of men of honour and integrity,” he said, referencing the “four Hs” that define godly men, heart, head, habit, and humility.

His wife, Mrs. Angela Ndukuba, President of the Mothers’ Union and Women’s Guild, commended the honourees as “men of courage” who have lived honourably in an age of moral decline.

“Despite their age, they have stood strong for the Lord and His Church,” she said.

In a tribute delivered on behalf of former President Goodluck Jonathan, Prof. John-Kennedy Opara, former Executive Secretary of the Nigerian Christian Pilgrims Commission, praised the honourees for their consistency in living with integrity.

“These men have touched lives, and God has used them in different ways to touch the nation,” he said.

Quoting Psalm 25:14, he added: “The secret of the Lord is with them that fear Him, and He will show them His covenant.”

Former executive secretary of TETFund, Prof. Suleiman Bogoro, described Gowon as “a son of a clergy who inherited integrity and forgiveness,” noting that despite presiding over Nigeria during the height of its oil boom, he refused to enrich himself.

“He uncharacteristically left office without even building a personal house,” Bogoro remarked.

The CMF convention brought together Christian men from across the Diocese of Abuja and beyond, focusing on the theme ‘‘Men of Honour: Living with Integrity in a Culture of Deceit’’, Psalm 15: 1-5.

The Bishop of Ilesa, the Rt, Rev Prof Dapo Asaju, was the guest speaker on the theme of the convention.

The Muslim Rights Concern (MURIC) has criticised the Federal Government and the Nigerian Railway Corporation (NRC) for not providing free train rides to Muslims during the Eid-el-Kabir celebrations, alleging discriminatory treatment compared to similar provisions made for Christians during Christmas.

In a statement issued on Thursday, the organisation’s Executive Director, Professor Ishaq Akintola, described the disparity as a reflection of broader marginalisation faced by Muslims in the country, even though the current istration is led by politicians of the Islamic faith.

A strange scenario is currently playing out in the Nigerian socio-cultural landscape,” Akintola said. “Whereas the Federal Government offered free train rides during Christmas, it has maintained a pregnant silence on whether the same handout will be offered during this Salah.”

According to MURIC, not only were train rides provided free of charge during the Christmas period, but the gesture was also extended for over two weeks into January 2025. In contrast, for the Salah period, the NRC has only announced an extension of train services—services which remain paid.

This extension cannot even scratch the surface. Neither is it comparable to the over-pampering luxury of the Christmas period,” Akintola stated. “As part of its corporate social responsibility to Nigerians, MURIC has a duty to interrogate the performance of government in this area. We note that there is gross disparity and astounding imbalance in the manner free train rides are declared for Christmas, whereas Salah attracts no dividends of democracy.”

Akintola further questioned the motives behind the policy difference, suggesting it reflects deeper systemic inequality in how religious groups are treated.

Is free train meant for Christians alone? Who is in control of this government? Are Muslims really being carried along? Are we on a wild goose chase?” he asked.
“FG appears to be drumming it into the ears of Nigerian Muslims that equal rights in Nigeria is an illusion, a myth, a mirage.
“It appears that all religions are equal in Nigeria, but Christianity is more equal than any other faith. We have been politically marginalised, economically shortchanged and socially ostracised. We have a Muslim president on a Muslim-Muslim ticket yet we cannot enjoy the same social infrastructural facility that Christians are given on a platter of gold
.”

MURIC called for a review of Nigeria’s public policies and practices, particularly those inherited from colonial structures, which it argued continue to favour Christian customs.

“We therefore demand a total and categorical overhauling of all religious matters like our weekend system, seasonal holidays, etc, that were fixed and skewed pro-Christian by the colonial master. We should have reviewed all these immediately after independence in 1960,” the group said.

While acknowledging the government’s powers to determine public policy, Akintola warned against what he described as executive insensitivity. “If this is an oversight, we demand an apology from FG. If it is deliberate and official arrogance and an exhibition of executive impunity, we will assume that the government is merely flexing its muscles.”

MURIC called for constitutional reforms and a rational reassessment of religious equality in public services, asserting that the current imbalance is untenable in a pluralistic society.

Fresh details have emerged on how Oluwaseun Ogunbambo, a Nigerian businessman and managing director of Fargo Petroleum and Gas Ltd, forged several documents to claim N3.7 billion in a petrol subsidy fraud.

In his new book titled ‘The Shadow of Loot & Losses: Uncovering Nigeria’s Petroleum Subsidy Fraud’, Abdulrasheed Bawa, the former chairman of the Economic and Financial Crimes Commission (EFCC), revealed inside details of Ogunbambo’s indictment and prosecution for defrauding the government under the Petroleum Fund (PSF) scheme.

Bawa served as the chairman of the anti-graft agency from February 2021 to June 2023.

In the book, he detailed how the petrol subsidy scheme was used to syphon public funds, drawing from his experience as a key investigator on the EFCC’s special team that probed the 2012 subsidy fraud.

Ogunbambo was declared wanted by the EFCC in 2013 for forging several documents to make N976.6 million subsidy claims. While he was on trial, he jumped bail and fled the country.

Oluwaseun Olubukola Ogunbambo is perhaps the biggest fraudster in the petroleum subsidy fraud. This assertion is not necessary in of the amount of money that is fraudulently accumulated as many promoters of oil marketing companies made more money than Seun,” Bawa wrote in the book.

Mr. Ogunbambo is a fraudster wanted in many countries for fraud. He was in the radar of the Republic of Ireland, United States of America (where he later served a prison term for fraud and identity theft), United Kingdom, and Nigeria.

The EFCC was already investigating him for alleged fraud and identity theft since 2009 and has jumped bail.”

A WANTED MAN WITH MULTIPLE IDENTITIES

Bawa said Ogunbambo had used different identities over the years to evade arrest and prosecution.

Aside from Ogunbambo, he was also known as “Adekunbo Oladabo Shobowale Benson”.

Bawa said Ogunbambo was once accosted by security officials suspicious of him at the Dublin Airport in Ireland, and he was forced to forfeit €20,000 and £20,000 found in his bag and fled to Nigeria.

He was also jailed in the United States on October 2020 for falsifying identity information, which he did with multiple names, to apply for a US port.

Although Mr Ogunbambo presented a Nigerian port, his nationality on the port was Nigeria while his place of birth was London. On his British port, his nationality was British and the place of birth was Ottawa,” Bawa said.

OGUNBAMBO ISSUED INVOICES FROM HIMSELF TO HIMSELF — AND CASHED OUT BILLIONS

According to the book, practically all documents Ogunbambo issued to the Petroleum Products Pricing Regulatory Agency (PPPRA) to claim subsidy payment were forged.

The document of the Ikoyi, Lagos property he used in obtaining a loan of N700 million and $4 million from a financial institution for alleged petrol import was also discovered to be forged.

In addition, investigative findings further showed that the vessels he claimed to have used in the importations were never at the location he claimed they were for the ship-to-ship transloading.

In a total of five (5) transactions, Mr. Ogunbambo allegedly had obtained over N3.7 billion by false pretenses through his company, Fargo Petroleum and Gas Limited, and two other companies for whom he had executed PMS importation permits,” Bawa wrote.

Fargo Petroleum and Gas Limited was ed on the 19th of July, 2001 with Mr. Ogunbambo owning more than 90% shares of the company. It was issued a permit by PPPRA to import 10,000MT of PMS for the Q3 of 2011 on 2nd August, 2011.

In a letter addressed to the Executive Secretary, PPPRA on 7th January, 2011, Mr. Ogunbambo claimed a payment for the import of 13,627,084 litres of PMS under the PSF scheme as discharged in Masters Energy Storage. Attached to the letter was the booklet containing documents of evidence for the importation of the PMS as per the 38 checklist documents (see attached Appendix D1-D38).

The investigation revealed a massive petroleum subsidy fraud. In the first instance, our findings revealed that Mr. Ogunbambo was the sole owner of the “international trading company” Seatac Petroleum Limited. He was also almost the sole owner of “Marketing Company” Fargo Petroleum and Gas Limited, a Nigerian oil marketing company.

Seatac Petroleum Limited was ed as a British Virgin Island Private Limited Company on the 11th March, 2011 . It had Mr. Ogunbambo as the sole shareholder. s in the name of Seatac Petroleum Limited were opened at the United Kingdom with FBN (UK) Limited.

Seatac issued two pro forma invoices to Fargo Petroleum and Gas Limited for the supply of PMS, 5000MT each. Thus, Mr. Ogunbambo issued the invoices from himself to himself, through two different entities, one on credit sales and the other one on direct sales

In addition to the findings above, the investigation confirmed forgeries of several documents in the transaction. That included certificate of quality, certificate of quantity, Cornerstone Insurance Plc’s certificate of marine insurance for the transaction, certificate of Origin and certificate of Cargo transfer.”

CONVICTED IN ABSENTIA

After Ogunbambo fled Nigeria during his trial, he was convicted in absentia.

Bawa wrote in the book that there was “overwhelming evidence” against Ogunbambo, his company Fargo Petroleum and Gas Limited, and one of his of staff, Habila Theck.

“They were charged to court before Honourable Justice S. A. Onigbanjo of Lagos High Court, Ikeja Division in July, 2012. After nine (9) years of prosecution (with the EFFC presenting nine (9) witnesses of whom I was Prosecution Number1, Fargo Petroleum and Gas Limited was convicted on the 8th day of March, 2021. That was three (3) days after I took over as the Executive Chairman of the EFCC,” the book reads.

“The judgement was on the amended 10-count charge against Fargo Petroleum and Gas Limited and Mr. Theck. Mr. Ogunbambo, upon getting bail in 2013 after a series of battles in court, jumped the bail and ran out of the country but met his waterloo in another case in the United States of America. Meanwhile, he was technically convicted in absentia, waiting to serve ten (10) years prison term with hard labor at Kirikiri Maximum Correctional Center.

While the prosecution was going on, First Bank of Nigeria Plc, a financier of the 5000mt of PMS as stated above, wrote a letter of complaint to the EFCC that the deed of assignment of a property located at 2 Olamijuyi Avenue, Parkview, Ikoyi, Lagos, Nigeria used by Mr. Ogunbambo in securing the loan of N700million and $4million, was confirmed at the point of perfection of deed of assignment to be a forged document[.

The bank further alleged that their enquiry revealed that Mr. Ogunbambo had also pledged the same property to obtain a loan from another Bank, Stanbic IBTC. All the allegations were confirmed through the EFCC’s investigation to be true. In fact, First Bank of Nigeria Plc transferred a total sum of Five Million, Two Hundred and Eighty Thousand Dollars($5,280,000) to Mr. Ogunbambo’s Seatac Petroleum Limited in a London as settlement of “purchase” of 5000MT of PMS by Mr. Ogunbambo’s Fargo Petroleum and Gas Limited.

“He is currently awaiting to be prosecuted for the alleged fraud of N430million and attempt to obtain additional N180million in which the EFCC has confirmed forgeries of several documents.”

The Federal Government has intensified discussions with the Japan International Cooperation Agency to fast-track the implementation of a ¥15bn (about $110m) emergency loan to improve food security across the country.

This was disclosed in a statement issued by the Federal Ministry of Finance and Coordinating Ministry of the Economy on Wednesday after a high-level meeting involving the Minister of Finance, Wale Edun; the Minister of Agriculture and Food Security, Senator Abubakar Kyari; and senior officials from JICA.

“The Minister of Finance and Coordinating Minister of the Economy, Mr. Wale Edun, and the Minister of Agriculture and Food Security, Senator Abubakar Kyari, today met with senior representatives of the Japan International Cooperation Agency to advance the implementation of the Food Security Emergency Loan Programme,” the ministry said in the statement.

According to the statement, the $110m facility is designed to Nigeria’s food production systems and build resilience amid persistent global supply challenges and domestic inflationary pressures.

“The JPY 15bn facility (approximately $110m) aims to Nigeria’s food production systems and enhance resilience amid ongoing global supply challenges,” the ministry added.

With the rainy season already underway, the ministers stressed the urgency of executing key components of the programme to ensure timely for farmers and rural communities.

“Both ministers emphasised the importance of swift, coordinated action to maximise impact for farmers and rural communities,” it stated.

JICA, in response, reaffirmed its commitment to the programme but requested formal clarification on proposed implementation changes.

It was agreed that production activities would proceed immediately under the current framework, while other components such as aggregation and financing would be reviewed in line with the original loan .

“JICA welcomed the government’s commitment to delivery and requested formal clarification on proposed implementation adjustments.

“It was tly agreed that core production activities would proceed immediately under the existing framework, while additional components, such as aggregation and financing, would be reviewed in line with the original loan agreement,” the statement read.

The development comes just days after President Bola Tinubu wrote to the National Assembly seeking approval for a fresh external borrowing plan of $21.5bn under the 2025–2026 borrowing framework.

In addition to the $21.5bn request, the President also seeks the legislature’s nod for the ¥15bn loan and a €51m grant to key development initiatives.

According to the letter submitted to the National Assembly, Tinubu explained that the facilities are aimed at generating employment, promoting skill acquisition, fostering entrepreneurship, reducing poverty, and improving food security.

Meanwhile, data from the Debt Management Office shows that as of December 2024, Nigeria owes JICA $53.31m.

This represents 0.88 per cent of the country’s total bilateral debt and 0.12 per cent of Nigeria’s total external debt.

If the new food security loan is approved, Nigeria’s debt to JICA will rise to $163.31m.

The Department of State Services has asked the Federal High Court in Abuja to prevent a former presidential candidate of the African Democratic Congress, Professor Pat Utomi, from proceeding with his alleged plans to hold rallies related to a suit pending before the court concerning his plans to establish a shadow government.

In a fresh application filed on Wednesday through its lawyer, Akinlolu Kehinde (SAN), the DSS requested the court to restrain Utomi and his associates from making public comments or engaging in rallies concerning the proposed formation of a “shadow government.”

According to the DSS, intelligence reports indicate that although Utomi is currently out of the country, he plans to return on June 6 to stage roadshows and rallies under the guise of freedom of speech and association.

These actions, the DSS alleges, are intended to foment public discontent in furtherance of the establishment of a purported shadow government or cabinet.

Recall that the DSS earlier instituted a suit against Utomi before the court over his alleged plans to create a shadow government.

The case, marked FHC/ABJ/CS/937/2025, seeks to have the move declared unconstitutional and an attempt to usurp the authority of the current government.

Justice James Omotosho has fixed June 25 for the hearing of the case.

However, in its latest motion, the DSS expressed dissatisfaction with Utomi’s alleged plans to engage in protests, roadshows, media interviews, and other activities.

It proceeded to ask the court to issue an interlocutory injunction to restrain him, his associates, and anyone acting on his behalf from organising any public gatherings, publishing media content, or engaging in activities promoting the purported shadow government until the substantive suit is resolved.

The DSS argues that if left unchecked, the proposed rallies and related actions would pose a serious threat to public order, safety, and national unity.

The DSS further contended that as the agency tasked with safeguarding internal security, it is its duty to prevent any threat to the lawful authority of Nigeria.

In its ing affidavit, the DSS claimed that Utomi’s proposed activities could draw large crowds, leading to potential disruptions of public peace, riots, and violent protests similar to the 2020 End SARS demonstrations.


It further alleged that such actions could result in anarchy, loss of lives, and damage to property.

The DSS also referenced a recent event on May 26, where Professor Utomi spoke during the fourth edition of the Topaz Lecture Series hosted by the University of Lagos Mass Communication Class of 1988 Alumni Association. At the event, themed “Shadow Government: A Distraction or Necessity,” Professor Utomi reportedly defended the concept of a shadow government and stated that if the suit succeeded in favour of the DSS, his group would adopt a different name.

The DSS noted that Professor Utomi had been served with the originating process in this case and had entered an appearance through his counsel, Professor Mike Ozekhome (SAN), on May 20, 2025.

“Unless this honourable court intervenes by granting this application, the defendant/respondent’s actions may undermine the authority of the court and pose a serious threat to national security and the rule of law,” the DSS stated.

It also urged the court to act in the interest of justice, national security, and public order.
