Worldwide, important roads get tolled to ensure long-term maintenance.

Ogun State must speed up the exploration of her bitumen deposits within the "bitumen belt" (which is the 2nd largest bitumen reserve in the world after that of Canada, extending from Lagos, Ogun Ondo and Edo States. The bitumen reserves in Nigeria is in FACT more than the oil reserves in Nigeria) including the Ogun State oil and gas deposits onshore and offshore in order to be able to flex muscles and purchase accident and rescue equipment like Lagos State.

You're just making excuses for the incompetent government of Dapo Abiodun. What stops him from doing all these things you've stated above or even copying from other states like Lagos. Mind you this guy has spend over 6 years in office and Ogun state is still like that. You will say he doesn't have enough funds, but there are states that has less funds that his but are doing far better. It's just unfortunate.
