I just watched the movie "conclave" and it depicted these things

What we must understand is that no office exists without any political mago mago not even the conclave where his Holiness is elected. There is an inner caccus meeting among the leaders in Rome and Cardinal.
On the other hand if an Argentine man should come to Rome and the head of Catholic church while there are other Cardinals from Rome, Mbaise should have accepted the bishop appointment to them.
