An analysis of the federal government budget for
the past few years shows that tax revenue has
been essentially spent on debt financing and
recurrent expenditure significant amount of
which goes to salaries, travels and other

the 2016 budget is said to be about 30% of the
budget, further analysis reveals that this is not
coming from tax revenue given that planned
borrowing in the budget (N2.2 trillion) exceeds

Over one-third of federal government revenue (or
almost the entire non-oil revenue) will go into
debt servicing in 2016 notwithstanding that
Nigeria’s debt to GDP ratio is low (about 13%).
This is due to the high cost of borrowing and low
tax revenue indicating that there is really no room
for further borrowing. At states level, most are
barely able to pay salaries.

And we borrow because oil revenue is not enough for our nation, assuming all the money was spent without stealing. (That is why stealing is every bit evil in this country).

The JTB does not and tax many of the Nigerians in the informal sector. That is why at the end of the day, a lot of potential revenue goes uncollected. Unfortunately the informal sector is the majority of the Nigerian working class.

So, in 2016 , PwC attempted to answer that question...and it even makes for sobering reading

So how many Nigerians pay tax?
According to the t Tax Board, there are ten million people (precisely 10,006,304) ed for personal income tax purposes in all the states of the federation including the FCT. Out of this,about 4.6 million or 46% are ed with theLagos State Internal Revenue Service (LIRS)indicating an average of 153,000 or 1.5% per state for others.

It gets worse

Compared to the labour workforce of 77 million at the end of 2015 according to the National Bureau of Statistics (NBS), the number of people in the tax net is only 13%. Ironically even government as the largest employer of labour is not fully compliant in deducting and remitting taxes on the salaries of their workers. This shows why there is a very low correlation between the high public sector wage bill in the budgets and the
paltry personal income tax collection nationwide.

Now as you know after 2016, government brought in IPPIS...so there was some improvement in 2019, when the World Bank now stated that less than 30% of Nigerians are on the tax bracket. Working Nigerians.

Why is it that low

1. Most Nigerians are on the informal sector...which is not covered by JTB.

2. Most Nigerians pay black taxes which don't go into federal and state coffers.

3. Much of the economy is unregulated. Simple.

However, there is an increase in number of taxpayers...as at July 2024...

The News Agency of Nigeria (NAN) reports that the total number of taxpayers in the country as of 2021 was 41 million. Mr Olarinde attributed these successes to the leadership of Mr Adedeji.

It looks nice, until you realize that the population of Nigeria is 230 million, 80 Million of whom work in paid employment, probably more in the informal sector.

At the end, we ain't earning much. Not everyone pays taxes.

Create jobs first before hungry for taxes

When people are employed, taxes will be paid.

They pay tax to whom? Obviously not federal and state government coffers.

Most of that falls under unregulated tax money. At the end, the government and people are cheated out of money.

Also, 41 million nigerians are ed tax payers...employed nigerians...for PAYE. That's not enough, as there are 80 million Nigerians in paid employment.

JTB does not regulate the taxes colelcted in the market and so forth.

Therein lies the problem

Nigeria income tax is not up to half your salary. The equivalent of council tax in most Nigerian cities is non existent
